Oklahoma's State Question 780, which made possession of any controlled dangerous substance a misdemeanor, is a blueprint for criminal justice reform in conservative states. This paper elaborates the sweep of the changes that SQ 780 wrought and provides new evidence regarding some law enforcement efforts to resist SQ 780's reforms.
